Your title is misleading. That's setting up a personal hotspot sharing a phone's cell signal as wifi on the ipad. The title leads one to think you figured out how to share a WIFI connection from iphone to ipad (no cellular involved).

Tonight 9/20/ 2023: i am initially disappointed. The software update is greyed = unavailable. So far, it says Update Requested. Before that, this is what i did. -- I look at videos. Puzzled. I read Apple sources. Still puzzled. I take a chance and poking around, guessing at, and accidentally get the hotspot data from Android to be accepted On my phone,i turn on its hotspot. On my ipad (no data plan yet), in its control center settings i click cellular icon turns blue like its on, as if i have data! Nope. Havent yet purchased a plan. I can’t recall exact steps, but for sure in ipad’s setting i see wifi aka Android phone hotspot, and in control center i see wifi in midtone color. i still see cellular blue there even though ipad itself doesnt have plan and no ipad Sim. My guess is the Android hotspot is being treated like wifi. At least, it now i click download install and it says “Update Requested” I have no idea why, if request will work nor when download will start. Too bad carrier are now being blocked from doing e-Sim. That i read elswhere. And also this iPad said not allowed. Otherwise, i’d just go online to get it.
