I don’t know what determines when to write a chord such as Gmaj7/A or A13sus4, same notes. Would it be the key?

Use the name that makes the most sense to you. Music is descriptive, not prescriptive. You can’t define a single label for everything because it all depends on context. With that said, your two chords are not the same set of notes. GMaj7/A - A G B D F# A13sus4 - A D E G B D F# Your A contains an E, and would in fact be a different chord from your G/A. Assuming we do remove that E, however, because there is no fifth, it’s ambiguous whether it is an A chord. The more it deviates from a standard triad, the more it might have morphed into another chord. You could just say it is an A without its fifth, or a G/A. It depends on the surrounding context, if it feels like you’re moving to an A or a G/A, and what makes sense to you. Again, use whichever name most efficiently describes the chord you are making.

There's usually multiple ways that you can write any chord. Different arrangers have their own preference. Personally I only touse slash chords as a last resort - usually when the chord I'm using doesn't resemble a regular chord (e.g. 7th, 9th, etc). For example, 'C maj / Db' I will write as a slash chord - because it's not a regular chord. Your Gmaj7/A chord would sometimes be written as 'A7sus4' - you hear that chord in 'Song for my Father' by Horace Silver. If you look at different sheet music online for that song - you'll probably see different arrangers using different chord symbols to describe the same chord.
