Double Boiler can be used for small quantity of wax. If your planning for large scale then you can use electric warmer or wax melting machines, these are available at Indiamart.

For home based candles, it depends where are you selling. If you are selling on Amazon then you need GST. If you are selling through social media then no licenses is required.
