Hi there, it's because the goal of a steam power plant is to produce electricity, induction uses electricity, therefore an infinite loop is created, where at each iteration due to the increase in entropy (inefficiency) we lose some of that energy away. Power plants use fossil fuels as we can steal the energy content from them and put in the water then the energized water (steam) can give it's energy to the turbine which is spinning a generator. As you can see there is always a transfer of heat, and every single time a percentage of energy is lost. If you have more questions feel free to ask
