Still cannot understand, how different pressure turbines rotate on the same shaft, as each one would dictate different rotation speed depending on the energy they contain

If i brake the rotating turbine then also steam will pass.. Then why the turbine technology is very powerful and effective ? .. Kindly describe it... My language is not proper therefore sorry... but i want to know about it..
