I use equal parts PVA glue and Water.

does this mixture work on black fabrics? like it doesn't leave a white stains?

Yes, I use it on dark coloured felt, just make sure you get the proportions right.

In all honesty, I'm not sure I have never made a boater hat before, but I don't see why not if it's made from straw.

You can buy hat blocks from Ebay.

The material I used is Sinamay and I used PVA glue or you can get special hat stiffener from millinery shops.

It is PVA glue, aka school glue.
