Howdy, every troop is different with their standard operating procedures. In this outfit, the multiple cavalry troopers switch out every one to two years. Because their assigned horses are of different sizes and new riders seat size are different and they are assigned to based off of their temperament, and riding capabilities. They get paired up with a horse that will be best suited for them. This means saddles are not just for one horse in a unit. Therefore the tie straps (latigo) must be kept longer for the bigger horses. As the old saying goes, " better to have and not need, than to not have and need." Thanks for watching. Cheers - Travis
