There are NO brands of watercolors that only have transparent colors. If they have cadmium colors, which most brands do, then it is a certainty that not all their colors are transparent. While those may not be the most transparent they are certainly not comparable to a gouache paint. Even the most transparent gouache is more opaque than those colors.

I 4got the name but the paper is for Chinese caligraphy practice if that helps

In China it's called Water Writing Cloth and is used for calligraphy practice - usually it has a grid printed on it to help guide in making the characters. I have found this link in AliExpress, the cheapest that I could find with no printing and it is reusable when the water dries. It comes as a scroll with wooden rods at each end and measures 150x43cm/59x16.9" (big!). Nope, couldn't find it as sheets only so the freight is a bit more expensive then it would be for plain sheets. It costs AU$8.90 (or $6.27 USD) including shipping as of 22 January 2019.
