What is the DOWN/UP knob at the bottom for?

That to move the fabric while sewing. DOWN you hide the little teeth and the fabric won't move. It's good if you are placing a delicate material and UP would make the "teeth" press the fabric and move it while sewing

yes, its the push button in the middle of the stitch length knob.

thank you i will try that! i have another question please. i tried to whine the bobbin but the right metal lever was very tight so the needle was going up and down while winding the bobbin. how do you whine the bobbin?

It could be many things, if there is not an obvious problem then take it to a repair shop.
