17:02 This is referring to a second owner of the TRADEMARK, not the business only add additional owners if more than one entity will share ownership of the TRADEMARK. This is not for if your company has multiple owners/partners.

Just in case others are still wondering about this- USPTO has not removed the option of an individual to apply for the mark without a lawyer, they’ve just made it mandatory to verify your ID (hence the missing skip button). When verifying, you can select the option of “trademark owner” (it doesn’t matter if this is your first application, you will be the owner of the mark - assuming it’s successful- so this is the option to choose). I successfully submitted my application yesterday and this worked for me. Hope this helps!
