After Oppo took control over OnePlus, from the Android 12 update, you cannot downgrade to Oxygen OS 11, you cannot unlock bootloader. You cannot do anything with your phone

Unfortuantely no. You cannot unlock the bootloader until and unless you enable the developer option and oem unlocking. However, if your device is currently stuck in a bootloop or has been bricked, then you wouldn't be able to enable either of these two options.
