How To Unlock Every Barter Upgrade in DMZ Season 4

I killed the scav once and I got the scavenger bag. For some reason the secure bag challenge still locked ! Should I go for the 9 scav kills ? Cuz I don’t want to waste my time

I’ve been running around shops, and none of them has the tempered plate and I’v unlocked it. Is there a specific buy station for it?
