@@amirulazib6250 turns out I came back to play during the free ESO+ week and this is part of a chapter I didn't purchase yet. So apparently you can play the zone quests and stuff, but Bethesda purposely removed companions from it so people that didn't buy it can't use them. That's why she's not there
