Yes you can, the two pcs don’t know about each other and agree just getting a constant hdmi feed.

NDI might be a cheaper solution here as long as both of the computers are on the same network.

Would this work with a USB-A based camera? Swap the HDMI Splitter with a USB splitter?

I don’t think it will work since usb typically can’t be split and only be switched. But every time you switch the pc will re-add the camera which could cause issues. Plus the cam link only supports hdmi input.

Maybe find a three way splitter or split twice so you get the number of feeds you need. Haven’t tried it but it may work.

This eats 2 hdmi slots. Does anyone know of a camera that connects to 2 PC's via bluetooth?

This solution requires only 1 HDMI slot, which comes from the camera. Going into the PC it takes 1 USB A (3.0) each. Bluetooth does not has enough bandwidth to support video and can only be connected to one device at a time.
