The burner is not sending enough gas to the top,that part of turning is spoiled I would advise you to buy a new one with time it will not control the flow of gas completely

The fire from my gas set comes not from the top but the four bottom holes below where it should be coming from ...what to do about that

There two things on top of your burner may need cleaning bse of dirt or the lower part of your burner where gas passes through to the top part is spoiled and it's not sending enough preasure to reach the top that's why gas is passing through the four holes of the burner,when you try clean the top to open the holes and the same problem happens it means the lower part is spoiled buy anew burner,I wish you well
