Thanks for the video. What if we have already tags to resources assigned by the Azure policy "append" policy effect rule, now we want to assign the same tags with the "modify" policy effect rule. Can you please suggest to me how to re-create it?

Are you doing this through a pipeline? or manually? If via pipeline, you can change the policy in your CI/CD tool
