In many passive voice i saw passive voice is completed without using the( by) , What is the reason behind it please explain

Somebody stole my laptop. My laptop was stolen. My laptop was stolen (by somebody). In the second sentence, most people would understand that "somebody", a person, had stolen the laptop, so it does not need to be included for the sentence to make sense. When the "by" phrase can be easily understood, we often leave it out of the sentence. I hope this helps.
