My friend who has penciled for the big two continually since the 90's once explained storytelling to me like this. When he pencils a book, you should be able to understand what is going on through just his artwork alone. No text.

even as a reader, those left-third splashes always confused me. the ones where 90% of its content is all the way on the left and, besides that top-to-bottom of the page chunk, there's otherwise regular panels. how much time is that supposed to be? or really tall and thin panels in general

Hmm, I'm not sure I fully understand but I'll try my best to answer. In general the shape and size of the panel can dictate how long its read (which is also subjective to the reader), however the contents of the panel also has to utilize the shape. So if it's a thin small panel but it's packed with info it will take longer to read. It's not the best use of that type of panel, but it's not a hard and fast rule. It's a rule I generally follow since I want to maximize the potential of panel shapes in conjunction with the images inside it.

Wrong. The size the of the panel does not necessary control time, it helps (sometimes). It is the detail in the panel. More detail drawing needs more time to process by the reader. A big panel with a few strokes vs realistic portrayal of a character in a small panel. The small panel will ask reader more time. Thus the reader will have the impression of time passed in detailed drawing panel.

Detail definitely contributes to how long an image is read. Working in tandem with panel sizes, its a pretty powerful combo. These are also just 2 of the many arsenals you can use to control the pace of how the comic is read. Although to counter your point, if detail is the only way to control time, this counts out the numerous artists like Alex Toth or Mignola who opts for simple graphic elements. And the flip side of that is someone whose work is so detailed that even a tiny panel which should be read briefly is gazed upon too long and slowing down a pace that's suppose to be read quickly. It's all just part of a greater whole, and in this video I featured just one aspect of the more expansive hour plus live class.
