Not all people will open or read your emails. But that doesn't always mean they weren't interested. They could have been busy at the time or a variety of other reasons why they skipped past your email.
You have an opportunity. You can resend only to the people who did not open the email and see if they would be interested in your product, service, or content. And you skip past the people who have already seen the content so you avoid annoying them.
It's a great little technique and we recommend it to all our clients as we've seen great results from it.
