Those are adjustable arms for holding the bobbin/materials. Most vise have a heavy wire arm with a set distant away from the vise post.

Gary Downs Gary this Vise is the Dyna King Barracuda Deluxe. I added the Deluxe Bobbin Holder from J Stockard and also the Midge Jaw because of tying small flies. I wanted this Vise because of more room between the main post over to the jaw, big hands needs more room. I have owned three other top vises and tied on each one for at least two years or more and for my use I would rate them in this line up after the Dyna King. 1. Ranzetti Traveler 2. Anvil Atlas Rotary 3. Peak For most Tyers they like the Peak, but for my tying and time tying on each (at least 2000 hours on each one) with my tying of size 16 flies up to 3/0 Jigs and big hands this would be my choice. Hope this helps you in your shopping for a new Vise and it would be helpful if you could tye on each of them.
