Wouldn't the pre-load act just like a lockout when the spring is fully tightened? Because as far as I know, there is always a bit of compression even in suspension lockout which is also the case for pre-load on tightest setting.

Not if you jump from heavy slope while riding the bike, lockout will full lockout no matter where you are riding, ramps,slope etc
