It appears that the use of custom character sheets is the perk of one of the subscription options of roll20, which are at this moment 5 USD a month, and 10 USD a month. Both currently offer a 15% discount for a payment for a year at a time, reducing 60 to 51 and 120 to 102, accordingly. I believe the dynamic light option showcased in the video is also a subscription feature, but you'll need to check their subscription FAQ to see which features are available in which subscription.
