TALK TO is more informal. TALK WITH is more formal.

My English teacher in college in the 60s taught us the following: 1) Talk to or Speak to is used when addressing a group of people, like in a rally or like a senator speaking before an audience in congress. 2) Talk with or Speak with is used in a "one on one" conversation like: "Peter, I wanna speak with you about your school records." What's your take on this? Thank you.
