In orden to stain I need to spray whit shellac first and then used the spray finish

I think the toner is better used to touch up a finished piece (that has already been sanded, stained & sealed/clear coated) to bring the stain up to a better match with the area around it (such as with a repaired area) or a similar or matched piece (like a set of cabinet doors, drawers, etc) where the stain isn't a perfect match.

Yes. Zinsser products work not only as a tannin/odour blocker, but also as an adhesive on smooth surfaces, to prevent paint peeling off.
