If the terminals at the compressor looks burnt, could u brush it clean with a wire brush ?

It looks like the second terminal that you did (Black wire) was backwards. View at 4:59

If the compressor terminal are coated black, should it sand them down to show metal before installing the repair kit? If so, what can i use to expose the terminal metal?

Yes I would sand the terminals down for a better connection
