‘So’ is used in the same way as we use ‘very’- the only difference is that the emotions of the speaker is better expressed with ‘so’. But ‘so’ can’t be used instead of ‘too’. Likewise, ‘so many / so much’ can’t be used in place of ‘too many / too much’. As you rightly mentioned, ‘so’, like ‘very’, just has a positive meaning.

No. 'So' cannot be replaced with 'too'. But, as I mentioned earlier, "too hot.. to drink" and "so hot...that I can't drink it" mean the same- both these expressions are interchangeable.
