How many Bluetooth devices can be paired with the bike? The real question is can both the rider and passenger listen via Bluetooth at the same time?

The Driver Device is a Bluetooth connected phone (or other things will work, but just to be simple we'll call it the phone). The Driver Headset is a Bluetooth headset or motorcycle communicator. You may have one phone and one headset paired at a time. When you use the phone for calls, it comes over the motorcycle speakers (only when you have a microphone enabled headset also connected). The person who has the driver headset connected to the bike is able to speak on the call, and everyone can listen. When you listen to music from the phone, the driver device that is connected is the one that plays, everyone can listen to it over the speakers. You cannot listen to one phone on the front speakers, and another on the back speakers, if that is what you mean. You can connect a passenger headset to a passenger phone, but you do not need to do this through the motorcycle- the only thing you need through the bike is one source which will be playing on the one set of speakers, although you may switch it to come through the headset. And no, if you do this, only one person gets that feed- although some models of communicator allow you to share this feed, that is a communicator function, not a function of the bike itself. :)
