@adamknight5089 just take provinces for manpower. Cities for resources. Suburbs/provinces for manpower and money.

interesting strategy but I dont agree with annexation. It gives you only 50% resources (instead of 25% for occupied). Two occupied cities are the same as one annexed if I am correct? May not be worth the investment. I have done it for strategic reasons (a resource I desperately needed, even 50% was a good idea), but I think it has limited value.
