Yes, the audience rules. The idea is that there are no universal rules that apply to all audiences all of the time. However, the rules for a specific audience are the important/critical ones.

hey! I've seen many times that memorandum begins with "memorandum for", but in your video there is "memo to" so, are these both variants fit well or "for" is not used?

+tlifo What word to use after "memorandum" depends completely on the sentence it is a part of. For example, there is a "memo of understanding" is the example I use. There is no standard phrase.

Why don't you add a signature or complementary at the end of a memo? I'm in the USAF and we always add a signature to our memos. Memos can act as a record or policy so the writer is certifying the information correct?

The *typical* memo is 1-2 pages. I also say that there are certain types of memos that are much longer. I give some examples of these longer memos. Maybe your assignment is one of these.
