Sure... - A key piece of equipment you need for your project is delayed indefinately - A substantial, unanticipated risk materializes - an exceptional weather event causes damage and delay - A significant technical challenge arises with no clear route to resolution - A key individual is taken ill and likely to be off work for a long period - An important stakeholder makes an unhelpful intervention that looks likely to derail a large part of the choices the team agreed on The list can go on and on. Anything big that happens, for which you don't have a contingency plan in place.

@@Newbreed0204 We write an exception report when an exceptional event sets your project back. One option to recover control of the project will often be to change the scope, specification, or some other aspect of the project. If that is the preferred option, you would then prepare a change request. It is not a case of a or b. It's more about the change being the recommendation from the exception request process.
