How vulnerable is the Board of Water Supply to a cyber attack?

Data breaches involving water utilities are on the rise prompting the Environmental Protection Agency to issue an alert. Water companies nationwide are now being urged to beef up security. So what does that mean for us here? Are we at risk?

If the BWS was the target of a cyber attack then would the hackers override the intentional shutoff of the water during arson events and therfore save a town from intentional government coordinated terrorism? Cause maybe this is a solution.
