Walmart is just making too much money on these scams, there is no incentive for them to make it harder for these scammers, if anything there is a billion dollar incentive to keep it a great tool for scammers.

It's an inside job. Been going on for years. I bought a gift card online some years ago and by the time it got to me, half of it was already gone and Walmart would NOT do anything about it.
