If you take a Tokyo Monorail🚝 in Haneda Airport, the train arrives in HaMaMatsuCho Station within 20 minutes. There is a Downtown. There are many Restaurants and Shops.

​@ricexin2730 If you have a USA VISA and your airplane ticket from Tokyo, you can enter to Tokyo without Japanese VISA. Please ask to the Airline Company or Haneda Airport Q&A Site. When you arrive to HaMaMatsuCho Station, If you take a JR Yamanote Line Train(Light Green Color Train)(This train is like a Subway) in HaMaMatsuCho Station, you can go to the biggest downtowns Shinjuku & Shibuya within 20 minutes. And you can go to another downtowns like Ueno, Akihabara, Tokyo Station and so on within 10~20 minutes through JR Yamanote Line Train.
