The closer to the equator, the shorter the blue and golden hours. In the Netherlands about 20-30 minutes, in West Africa 5-10 minutes.

Gotta say it, 99% of movies are not filmed during blue hour, but are filmed day to night. Lowered exposure and white-balance with practical lights with gels. Can you imagine a movie being filmed ONLY during 15 minutes of blue hour each day. It just doesn't happen. nice tips other than that :)
