He couldn't have engineered anything because he had been 'kicked' out of government by the thankless Uhuru. The internal security minister is the one who was chairing cabinet meetings, not Ruto. Ruto's vice presidential security (GSU guards who also guard the president) had been withdrawn and been replaced with ordinary askaris whom we call AP (Administration Police). Ruto was only DP because in KEnya, vide our new (2010) constitution, a president CANNOT sack the DP! That is the only saving grace for Ruto. He could have been fired had it not been for the law. Uhuru was frustrating him in oreder for him to quit but people told him not to fold. We told him to hung on.
