So, question: If I want to upload a separately-edited video that I saved to my phone, can I first search for approved music in the tiktok library, separately add that music to my video in my editing program, and then upload the finished video with the added music onto Tiktok with no worries of getting pinged in some way? Or would I HAVE to construct the video in my editing program, upload it to the tiktok editing place and THEN add the music? So, basically, if the music is approved for use on tiktok, can I include it in ANY way in my final audio and be fine?

You would have to construct the video in your editing program, and then upload it to TikTok. From there you can add music, plus subtitles. Hope that helps!
