I only need this to print pics and documents. Does it do that, how well, and would you recommend this printer?

Yes it portable printer for printing doc and photos but scanning is not good. Its good for photo quality and printing.

And I don't need the ink subscription for the printer to work, do I? I don't have wifi for it to be connected all the time, only my phone's hotspot, is why I ask.

Yes ink cartridges are there free but they have less ink and you need new after some time.
