Employee Leave: Setting Your PTO Policy

What happens when your job doesnt honor their own policy. For instance . We ask for a day or 2 off in the time they require...and their policy says we will be given 2 weeks notice for the approval or denial . This is a joke, sometimes we get 4 days notice.

My issues are 50+h exempt employees who have to work 50+h in a week to take a day of PTO on a Friday. We also ask our exempt employees to report hours at 8h/day regardless, is that legal?
