Most don't know this but this is actually in character for skaven. The skaven have the speach tic on purpose, they do it deliberately and on purpose to "prove" that they are superior because they can even "improve" other races languages. They are doing the redundant double word speak consciously and on purpose to masturbate their own narcissistic ego because they think its proof of their superiority. Well the thing with those... things is that they can mess with time and space. Like in one book with Iron Warriors they had that special power to change age of stuff around them, so they could make people puff into smoke from rapid aging, turning a servitor back in time to when he was a normal human, heck those things proved that Space Marines can actually die from old age (that last one is funny, becouse it took couple of minutes in real time to kill a space marine, meaning those guys can live for thousands of years).

Hrud had several mentions throughout 9th Edition to be fair, it seems like GW's gearing up for something eventually, be it 10th or 11th Edition release. 9th Edition rulebook itself mentioned that the Hrud are active in War Zone Laevenir, and even recent WarCom Rumour Engine mentioned the "Respectable Salvager’s Nocturnal Consortium, who assure us that they are certainly not a secret society of Hrud". I hope they lean more onto Jes Goodwin's original Rogue Trader Space Skaven sketches.

GW released a teaser of a new Chaos faction with the Ordo Xenos symbol, meaning that it is a non-human Chaos related faction, combined with the 2nd teaser including a horde of rats and the previous guy talking about several mentions of the Hrud (who were space Skaven) in 9th edition...i would say it is very likely that the Skaven is coming to WH40K, or at least a non-human Chaos faction.
