Nope! She feels deeply sad for Qiqi that she couldn’t rest peacefully and was resurrected so her goal is to give Qiqi a proper ending and seal her away so she can rest peacefully. But Qiqi thinks otherwise and is always running away from Hu Tao. Hu Tao realised that Qiqi truly desired to live so Hu Tao decided to stop and wanted to befriend her, but it was too late as Qiqi had ingrained in her memory to stay away from Hu Tao at all costs. So every time Hu Tao gets close Qiqi forgets everything and despises Hu Tao again

As Wholesome as this it, there’s a sadder part That being, qiqi is a zombie, so she has a incredibly bad memory, as a result, Qiqi will definitely forget everything that happened between her and Hu Tao. And Hu Tao has to constantly do this and put a lot of effort, just for Qiqi to forget and she has to repeat it all over again.

This is from the official anthology manga. Also in game hu tao character story says Pretty much what she says here although qiqi only remembers the first bad impression she left.
