Yes ontop of fish as well as under. Also.... why not season other side of fish instead of the paper? A tab of butter and more EVOO will make more juice. Covering it will also prevent from drying out. (Steaming)

Orange or Lemmon goes on the top, 350 degrees for 15 mins the broil for 5 mins on high
