13:22 If you look to the right of the screen at that point it looks like there's barriers for the lower levels. They must be reserved for something else beyond regular visitors. Another comment mentioned apartments, so they must be private parking for those, maybe?

Sounds sus man lol. Commercial apartments and MFRs are private residences with garages that usually require key fob/remote/code access. He’s in a public mall garage where at most, you pay to get in, access is not restricted.
