TOBA is not even mentioned in incredible hulk run at all. Hulk in immortal hulk issue 50 broke free from the influence of the One Below All, a dark force that previously boosted his powers. This means Hulk is no longer connected to that evil power source. Phillip Kennedy, writer of incredible hulk even mentioned that Hulk will not be treated aa just another link in the chain anytime soon. Read immortal hulk especially issue 49 and 50.
