Human probably can learn/use magic to some degree like how they sealed the monsters in the Underground. However, unlike monsters, it's not something they are born with and can use naturally. It's probably like a lost art/knowledge that no one knows how to do anymore. Also, when playing the game, if you look at all the books in the library at Snowdin I think, you can find books on humans and how since monsters are basically made up of magic and they are susceptible to emotions, so if a human with the intent to harm attack them, they can be fatally injured. Hence why you can kill monsters with a stick and a plastic knife. Makes me wonder if the comic artist knew this and made it so the trio discovered it after some experiments.
