It wasn't hell when God created heaven and earth because everything was good, and no one had sinned yet. After Eve sinned and she then caused Adam to also sin, I'm assuming hell was needed for those who were, and are corrupt and unruly. God created a place for them to dwell and be disgusting away from us who are so much better, and not wanting to be in the presence of the corrupt just as God doesn't. Also, it could be possible that multiple hells were already created when God created this earth. There are different levels of heaven and hell, and earth seems to be somewhere in between. The universe is infinite so I can't believe there's only 1 heaven, 1 hell and 1 earth. Life is a test, right? So, maybe this earth was created to test us to see if we deserve to be in the presence of God. Based on how we evolve will determine if we go to a better place or worse when we leave here. We're being judged right now on this earth.
