Your valve cover gasket needs to be replaced. That’s why you have oil leaking on top of your spark plug and buildup on top of your plug

You can also put some silicone or gasket maker around the three clips that hold the hood “louver” where they come through the hood. Water will make its way through and get under the coil pack causing rust on the spark plug.

it really depends where you are, for example where i am in Canada, a dealership would charge probably $180 labor (1 hour) and then $50 more for the spark plugs, plus tax...
