People surf at Kirra all the time. But the sign you saw was near the red and yellow flags. The areas between the red and yellow flags are designated swimming areas and are patrolled by lifeguards. You are allowed to surf anywhere else.

I've never seen telephoto video of whales breaching before and it really looks so cool. I'd rather see these than close-ups.

When are you coming to Western Australia? We have excellent surf spots in Margaret river, the whole coast line is surfable and the sun sets on the coast here way better than east coast.
