not really because there was no agreement in the EU in 2015 about encouraging illegal immigration, yet Angela Merkel invited the 3rd world to the EU - without asking anybody in the EU OR in Germany to do this. If the Germans wants half of the Middle East there, be it, but this is their own choice, the EU has no authority in this area
