If I wanted to retrofit my existing setup with fabric, can you use the existing holes and hardware on the house? That is, can you put the plastic clips to align with the holes in the house and use screws that came with the existing shutters to hold them in place?

No sir, most likely not. There are very specific clip positions based on the specific engineering chart for your area/zone. # of clips and spacing is also dependent on the composition of the wall(s) the fabric is being attached to. I just received my fabric and will be installing in the near future.
