They don’t. The dropsondes are partly biodegradable, but each does create a small amount of sea litter. This flight dropped 30 of them over about 9 hours, so they’re spaced pretty far apart.

The data is absolutely shared with other countries. The weather models are created by several other countries and help build the consensus model that is used for planning. Historically the European models are far more accurate than the American models.

Interesting video. Most likely calibrating their "River-in-the -Sky" or "Atmospheric River" weather warfare weapon. California is a good location for the "defence contractors" to showcase their precision weather bomb, mainly due to the majority of foreigners living there. I think the eventual target will probably be China major cities fronting East China Seas. Looks like US is continually thinking of ways to retain their hegemonic power.
